What it does
CLEAR is Thomson Reuters' public-records investigation platform for corporate risk and fraud teams, government agencies and law enforcement. CLEAR Investigate (2026) adds what TR calls 'the first agentic AI solution designed to transform investigations'. Per TR's FAQ, it 'plans and runs searches across CLEAR data and the open web based on your question, retrieves relevant documents, and returns concise answers with citations', and users can see which searches were performed. TR's materials target government and law-enforcement investigations (resolving conflicting or incomplete records across sources), as well as corporate AML, fraud and adverse-media work. Government compliance: the TX-RAMP DIR row for 'Clear' (Level 2) explicitly describes CLEAR Investigate as 'a purpose-built agentic AI investigative platform', with AML, program-integrity fraud and public-safety use cases. On the FedRAMP Marketplace, 'Thomson Reuters Risk & Fraud (TR R&F)' is only Agency In Process (Moderate), not Authorized. Thomson Reuters' CoCounsel Legal is listed separately. Pricing is not published.
